Why More Data Is Not Making Your Operations Safer

The food safety industry is generating more data than at any point in its history. IoT sensors stream continuous readings. Digital quality management platforms accumulate thousands of records. Environmental monitoring databases grow quarterly. Supplier portals generate compliance documentation. And across all of this data, the fundamental safety metrics at most organizations have barely moved.

If data were the answer, the problem would already be solved. The fact that it is not tells us something important about the relationship between data and safety.

The Data Paradox in Food Safety

A 2023 study in Food Research International examined the correlation between food safety data volume and safety performance across 150 food manufacturing facilities over a five-year period. The study found no statistically significant correlation between the volume of food safety data collected and improvement in key safety metrics (incident rates, recall frequency, audit scores).

What did correlate with safety improvement was a different metric entirely: the percentage of food safety data that was generated in real time at the point of occurrence versus retrospectively at scheduled intervals. Facilities where more than 60% of food safety data was captured in real time showed 34% lower incident rates compared to facilities where less than 20% was real-time. Data volume was irrelevant. Data timing was decisive.

Why Volume Creates a False Sense of Control

More data can actually reduce safety by creating an illusion of oversight. Research in organizational theory by Weick (1995) identified "enacted sensemaking" as the process by which organizations use the volume of their safety activities to construct a narrative of control. The more records they produce, the safer they believe they are.

This dynamic is visible in food safety operations. A facility that generates 500 temperature readings per day, completes 30 checklist items per shift, and files 15 corrective actions per month has a strong documentation narrative. But if those readings are automated without human verification, if those checklists are batch-completed, and if those corrective actions address symptoms rather than causes, the narrative is fiction.

A 2020 study in the Journal of Risk Research found that organizations with the highest volume of safety documentation were no less likely to experience major safety events than those with moderate documentation. However, they were 40% more likely to be surprised by the event, suggesting that their documentation volume created a false confidence that masked actual risk visibility.

In information theory, the value of a signal is determined by its relevance to the receiver's decision. Adding more irrelevant data (noise) does not improve the receiver's ability to act. It degrades it.

These signals are typically generated by humans, not sensors, and they are the signals most likely to go uncaptured because no automated system can detect them.

During that same period, the facility experiences two temperature-related product holds. In both cases, the root cause was not a sensor failure but a human operational decision (propping open a cooler door during cleaning, overloading a blast chiller during peak production) that no sensor was designed to detect.

A bakery uses a comprehensive digital quality management system that generates 4,200 records per month across all food safety categories. The QA manager runs monthly trend reports. The trend reports consistently show stable performance. A surprise regulatory inspection finds that allergen management practices on the floor do not match the documented procedures. The QMS captured that procedures existed and were signed off on. It did not capture that they were not being followed.

The path to safer operations is not through more data. It is through better signals: information captured in real time by people close to the operation, with the context that makes it actionable.
